Our Gateway 2&3 Applications

We have achieved multiple Gateway 2 approvals and submitted its first Gateway 3 applications under the new regulatory regime introduced by the Building Safety Act (BSA) — marking a significant milestone in its delivery of Higher-Risk Building (HRB) projects.

The Building Safety Act represents a fundamental shift in the safety, design and management of HRBs. The legislation applies to residential buildings over 18 metres in height or at least seven storeys with two or more residential units, extending to purpose-built student accommodation (PBSA), hospitals and care homes.

Gateway 2 is the mandatory pre-construction approval stage, requiring detailed design information to be submitted to the Building Safety Regulator (BSR) to demonstrate that fire and structural safety risks have been fully addressed and will be effectively managed. Construction cannot commence without approval. Gateway 3 is the completion stage, where comprehensive as-built information, test certification and formal duty holder declarations must be submitted to confirm that works comply with approved designs and statutory safety requirements prior to occupation.

The BSR now operates as the single building control authority for HRBs at both Gateway 2 and Gateway 3, reinforcing clearer duty holder accountability, rigorous change control and demonstrable compliance before buildings are handed over.

In February, Fortis Vision submitted its first Gateway 3 applications for PBSA schemes in Bournemouth and Sheffield. These submissions represent an important benchmark for the business under the new regime and provide early insight into Gateway 3 determination processes. The projects have required close coordination between the regulator, Fortis Vision’s quality and compliance specialists, and operational teams to ensure full alignment of as-built documentation, testing evidence and statutory declarations.

Alongside these milestones, Fortis Vision continues to progress a strong pipeline of Gateway 2 applications across multiple HRB schemes in Birmingham and London. Experience gained from early submissions is already informing enhancements to programme planning, documentation workflows and compliance management, enabling projects to maintain momentum while meeting the highest building safety standards.
